Central Coast Regional District Street and House Numbering Bylaw
Bylaw No. 344
A bylaw to regulate and operate a house numbering service within Electoral Areas C, D, & E of the Central Coast Regional District.
WHEREAS the Central Coast Regional District is implementing a house numbering system for electoral areas C, D, E, pursuant to Bylaw 338.
AND WHEREAS the directors of the participating electoral areas have consented in writing to the adoption of this bylaw;
THEREFORE the Regional Board of the Central Coast Regional District, in open meeting assembled, enacts as follows:
- BOUNDARIES:
The boundaries of the Bella Coola House Numbering Service Area will be the same boundaries as the Electoral Areas C, D, and E.
- DEFINITIONS:
Zero Point: the point where the numbering system begins (Bella Coola Government Wharf).
Bella Coola House Numbering Service Area: The house numbering service area are electoral areas C, D, and E.
Road: Includes any route used for transportation with vehicle.
Highway: Highway 20.
Emergency Services: BC Ambulance Association, RCMP, Emergency Planning Committee, and Fire Departments in Hagensborg, Nusatsum, Bella Coola and Four-Mile.
Access Route: Driveway
Multiple Family Dwelling: A residential detached building consisting of more than one dwelling unit, and used for residential purposes (i.e. apartment buildings).
- NUMBERING SYSTEM:
The Central Coast Regional District shall number according to these guidelines:

- The Bella Coola House Numbering Service Area commences at the most western point of Highway 20. Due to possible expansion of Highway 20 further west, the starting number will be 100, rather than 1. This location is approximately at the Government Wharf. The starting point will be referred to as the "zero point".
- The numbers will be allocated according to the Traveled Distance Approach. This approach allows identification numbers to be based on the distance traveled from the zero point. One number will be allocated for every 20 meters of highway. Thus, for every one-kilometer from the zero point along Highway 20, there will be 100 house numbers.
- The Town-site and Smith Subdivision will be numbered according to a Street Grid approach where each street is allocated a set of numbers. For example, Street A may be allocated numbers within the 1200 digits. This means that all numbers on this particular street will be between 1200 and 1299. Street B may be assigned 1300 where all numbers on this street will fall between 1300-1399.
- Odd numbers will be located on the South or East side of each road and even numbers will be on the North or West side of the roads.
- Primary Roads (All roads extending off of Highway 20) will commence with the number it left the Highway at. If the road extends north from the highway the numbers will increase from that number and if it extends in a southern direction from the highway the numbers will descend from that number. For example if Road A left Highway 20 at 3100 in a Northern Direction, then the house numbers on Road A will begin with 3100. It is possible that there will be one number used twice in this situation. Secondary and Tertiary roads will be treated in a similar fashion; they will commence with the number they left the primary or secondary road at.
- Cul-de-sacs will be numbered similarly to any other street.
- Only one side of a crescent or loop roads can be numbered from the road it leaves from. The other side must be numbered sequentially, backward, from the first side. The part of the loop leaving the part of the road closest to the zero point will be where numbering should commence on the loop.
- Mobile Home Parks, campgrounds, resorts, hotels, motels, large businesses, schools, hospitals and other large service centers, retail centers, commercial dwellings, and large offices will be given only one identification number according to the position of the main access or main entrance. Property owners and administrators are responsible for numbering within the facility.
- Multiple family dwellings or commercial buildings should be numbered according to the number of main access routes to the building. Property owners are responsible for numbering the individual units. If all of the units of a Multi family dwelling adjoin a public road with separate driveways, then the units may be numbered according to their access route. However, if the units are connected to a private driveway, then the complex is assigned one number according to the main access route, and each unit is numbered internally by the owner.
- If there are two houses on one lot a letter A or B will follow the number, however, if there are two access routes there are to be two different numbers assigned.
- Numbers assigned to buildings on corner lots depend on the location of the main access to the building (i.e. driveway). If there are two driveways entering from two different streets, the number will be determined according to the location of the front entrance of the building.
- If a house happens to have two driveways accessing it, the number will be determined from the driveway closest to the zero point.
- ADMINISTRATION NOTES
The administrator of the Regional District will be responsible for updating the house numbering maps, the house numbering index, and sending out notices of amendments to emergency services.
The House Numbering Index will be maintained including all of the house numbers with the corresponding BC Assessment Authority folio number, street name, and owner´s name.
Any person having been informed by the CCRD of their number, should display the correct number determined for their house in such a manner that is clearly visible from the road where the driveway leaves. The individual numbers should be 4 inches high and 3 inches wide so they are clear.
