The CCRD operates in accordance with the Board-Chief Administrative Officer (CAO) model of local government. The central feature of this model is the separation of governance and administration. The Board is the governing body responsible for setting a vision, developing strategies to achieve the vision, and formulating policies. The CAO is the professional manager responsible for administration. The CAO implements the Board´s policies and decisions, and handles all operations.
The Regional District´s administration is commissioned with the day-to-day operation of the Regional District and is limited by the policies and bylaws of the Regional Board, the requirements of the Local Government Act, the Regional District´s Letters Patent and supplementary Letters Patent, as well as other relevant statutes.
